National Manufacturing Competetiveness Council I. The Particulars of Organisation, function and duties The National Manufacturing Competitiveness Council (NMCC) has been set up by the Government to provide a continuing forum for policy dialogue to energize and sustain the growth of manufacturing industry in India . The NMCC is expected to suggest various ways and means for enhancing the competitiveness of manufacturing sector including identification of sectors, Sub-Sectors which have immediate potential for global competitiveness; current strengths and constraints of identified sectors, and recommend National level industry/sector specific policy initiatives as may be required for augmenting the growth of manufacturing sector. Dr. V. Krishnamurthy is the Chairman of the Council in the Rank of Union Cabinet Minister to the Government of India. The Government has also nominated 25 Members comprising of noted industrialists, economists and representatives from industry associations and the Government. Shri V. Govindarajan has been appointed as Member Secretary of the NMCC. The National Manufacturing Competitiveness Council which started functioning independently from January, 2006, is still at the nascent stage and as such in the process of settling down. However, the Council releases information, as and when required, through its website: http://www.nmcc.nic.in/ . Presently, the Council is working with skeleton staff appointed on deputation basis from Government Departments. The Government has appointed Chairman, Member Secretary and one Chief (Joint Secretary). The Government has sanctioned other posts such as Chief (02 Nos), Additional Chief/Joint Chief (at the Director/Dy. Secretary Level) (03 Nos) and Deputy Chief (02 Nos) and NMCC is in the process of filling them up. Objective The area to be covered by the NMCC is very vast. In essence it covers the entire gamut of Indian Economy and its competitiveness. It is difficult to divide the operations and deal with Manufacturing and Services as separate compartments as both are interlinked in many ways. The NMCC is, therefore, looking into the total area of manufacturing activities in the context of increasing need for employment opportunities and to unlock the full potential of Indian Industry. In order to achieve these objectives, NMCC has adopted the twin approach of drawing a national strategy for manufacturing which has identified the areas of policy interventions and outlines the strategic directions that need to be pursued in order to realize higher levels of growth and employment and parallely concentrate on certain sub sectors of manufacturing where immediate policy interventions can unleash higher growth rates and expansion of markets .The NMCC has recommended a national level as well as sector level/ industry level specific policy initiatives as is required for augmenting the growth of manufacturing sector. Ten main elements have been identified for attention by the NMCC as a part of its long term manufacturing strategy. These are:-

II Powers and duties of Officers and employees: The National Manufacturing Competitiveness Council was established by the Government of India as an autonomous body to improve the competitiveness of Indian industry. This is an apex body to provide inputs for policy making as well as suggest measures for enhancing the competitiveness of the Indian industry. The Council functions in accordance with the authority, responsibility and obligations as defined in the Government of India Notification dated 6 th October, 2004 . Formulation, execution and review of policies in relation to its mandate are taken up under directions of the Chairman. The powers of the officers and the employees are derived from the various Government rules, instructions, executive orders etc. issued from time to time by the respective nodal departments. The officers and employees of this Council exercise powers and perform duties and roles as delegated to them by various Government Departments. The procedure for performance of secretariat work has been laid down in the Manual of Office Procedure (MOP) and the Notes on Office Procedure (NOP) which is issued and controlled by the Department of Administrative Reforms and Public Grievances. The Council presently follows the procedures strictly in accordance to the procedure as outlined in the MOP; General Financial Rules, Fundamental &Supplementary Rules etc. The Financial powers to deal with any financial proposal in the Council are derived from the Delegation of Financial Power Rules (DFPRs) which has been issued by the Ministry of Finance. However, to expedite decisions and improve efficiency, the financial powers rested with the Member Secretary have been further delegated to the Head of the Department and Head of Office as envisaged in DFPRs.
III. Procedure followed in Decision making Process, including Channels of Supervision and Accountability. The Council is at the formative stage and most of the posts are yet to be filled up. The work of the council is being carried out with the limited staff. Most of the work relating to General Administrative, Establishment and Cash matters is disposed off at Deputy Chief Level. On all other issues relating to sectoral/sub-sectoral interactions or convening of meetings, the action is initiated at the level of Deputy Chief and submitted to the Additional Chief, who after careful consideration takes the decisions. In case of matters which are important in nature, are placed for advice and orders to the Member Secretary by the Chief depending upon the nature of issue involved. Cases which require the approval of the Chairman are placed before him by the Member Secretary for order/approval. The channel of submission as generally followed is as under:
The National Manufacturing Competitiveness Council discharges its functions as per the mandate, objective, role and functions assigned to it by the Government of India through notification issued on 06.10.2004. V. Rules, Regulation, Instructions, Manual and Records for Discharging Functions The Council discharges its function as per mandate given to it by the Government of India. In administrative and financial matters, Government of India rules are broadly followed. VI. Statement of the Categories of Documents held by the NMCC or under its control: Except for “The National Strategy for Manufacturing”, prepared by the Council and the normal office rules/manuals, files and records, the Council does not hold any specific formal document at this stage. VII. Particulars of Arrangements for Consultation with or Representation by the Members of the Public in Relation to Formulation of Policy or Implementation Thereof.f
In the finalisation of its strategy for enhancing the growth of competitiveness
of the Indian manufacturing industry, the Council interacts with various stakeholders
in the various sectors / sub-sectors of Industry in the following forums:
VIII. Statement of the boards, councils, committees and other bodies consisting of two or more persons constituted by it. Additional information as to whether the meetings of these are open to the public, or the minutes of such meetings are accessible to the public. Participation in the sectoral/sub-sectoral sub-Group meetings of the identified sectors is only by invitation from the industry, economists, academician, Government and other stakeholders concerned. Minutes of the Meetings are circulated to the participants of meetings as well as to the Members of the Council. IX. While the PLAN budget is for meeting expenses on account of hiring of expert bodies for conducting studies/ surveys in the identified sectors, professional and special services etc., the Non Plan budgetary allocations are for meeting Office expenses, salaries, travel expenses, publications and IT related expenses etc. XII.
